Jesse Ryan Loskarn charged with child porn

WASHINGTON (WUSA9) -- Court documents obtained by WUSA 9 on Thursday detail the allegations against a Tennessee senator's chief of staff who works out of the D.C. office.

Wednesday, Senator Lamar Alexander (R-Tenn.) released a statement about the investigation involving (Jesse) Ryan Loskarn. The statement read:

"I was just informed by the United States Senate legal counsel's office that law enforcement agents are conducting a search of the personal residence of Ryan Loskarn, the chief of staff of my Washington, D.C., office regarding allegations involving child pornography. I am stunned, surprised and disappointed by what I have learned. Based on this information, I immediately placed Mr. Loskarn on administrative leave without pay. The office is fully cooperating with the investigation."

Documents we received on Thursday allege that Loskarn used a website offering DVDs by mail and streaming videos, many featuring young nude boys. According to one document, Loskarn was identified as a customer who made several purchases between November 2010 and March 2011 to be delivered to a D.C. address. Investigators say Lockarn's residential IP address was found on a peer to peer network service to download videos. The document indicates that one 28-minute long video depicted a man engaging in sex with a girl between the ages of 6 and 9.

On Dec. 11, 2913, law enforcement arrived at Loskarn's address with a search warrant and announced their presence, according to a document. They received no response and decided to use a ram to enter. It was at that time, according to the document, that an officer saw Loskarn leaning outside a window. According to the document, the officer saw Loskarn appeared to be placing something down outside the window before closing it. The officer told a case agent what he saw and other officers looked outside the window. According to the document they found a portable hard drive on the ledge and roof.

Loskarn was read his rights and waived them to speak to officers, according to the document. Loskarn did not admit to putting the hard drive outside but told officers there was nothing else outside. He also admitted to owning an external Toshiba hard drive that officers say they recovered from the roof.

A review of the hard drive showed hundreds of videos depicting child pornography, according to the document.
