DAMASCUS, Md. (WUSA9) -- A disturbing incident today in Montgomery County has left a mother in police custody and her newborn baby in the care of child protective services.
According to witnesses at the Damascus Gardens apartments, a woman who appeared to be under the influence of drugs and alcohol was threatening to harm her baby. A bystander grabbed the child, who was inside a diaper bag and brought the baby to the building's rental office.
The incident happened around 9:35 a.m. at 9829 Bethesda Church Road, police said.
"She kept on saying she wanted to kill her baby. She had me heated when she said that. When she came out, she smelled of alcohol on her. Her eyes wasn't focused. She was leaning back and forth," said Vickie Palmer who is a witness.
Workers inside the rental office held onto the baby until police and paramedics arrived.
