ROCKVILLE, Md. (WUSA) -  Pepco and the state's top regulator were both in Rockville Thursday afternoon to be called on the carpet by the Montgomery County Council for the utility's performance during the latest round of severe weather, the so-called Derecho, that left nearly a half million customers in the dark -- some for as many as six days.

But even an apology got flubbed, when Pepco's top boss in Washington tried to apologize to customers on Thursday --- and instead came off like the executive who's tired, stressed and confused.

He even had to ask for "a mulligan" to try to get his apology straight, while angry customers remain unimpressed about Pepco's response to the epic storm.
