Was there an early warning that the the two sniper suspects might turn violent? Law enforcement officials in Bellingham, Washington say the FBI referred John Allen Muhammad to the ATF for possible investigation in July, when the two lived in Bellingham, Washington. Harjee Singh says he told authorities that Muhammad and Malvo had talked to him about a possible plan to shoot police officers in sniper attacks. One law enforcement official says the FBI doubted some parts of Singh's story, but passed it along to ATF and local law enforcement. Bellingham police Chief Randy Carroll says that nothing officers heard from Singh suggested Muhammad and Malvo might commit a series of killings in the suburbs around the nation's capital.
