WASHINGTON (WUSA9) -- WUSA 9's Bruce Johnson reports that Mayor Vincent Gray announced during a press conference that most DC city workers would receive 12 percent raises over a period of four years. The total cost of the raises is $56 million.

Police officers, fire department employees and teachers are not included in those pay raises, reports Johnson. Their unions are still negotiating with the Gray administration.
