WASHINGTON (WUSA) --  DC's homeland security department has now lowered its estimates for crowds on the National Mall on Monday by 100,000 people. Officials now expect between 500,000 and 700,000 people to attend the inauguration. They add, however, the lower estimate is not changing any security preparations or planning.

Jessica Doyle reported near the U.S. Capitol early Monday morning to show what was happening there.
