WASHINGTON (WUSA9) -- A bill which would require large retailers in the District to pay their employees at least $12.50 cents an hour will be on the mayor's desk by Friday.

City Council Chairman Phil Mendelson says Mayor Vincent Gray has had enough time to speak with union leaders and other opponents of the bill.

Wal-Mart has said it will abandon plans to build three of its six stores in the city if the measure is signed.
