WASHINGTON, DC (WUSA) -- The annual quality rankings are out, and Virgin America takes the top spot for best baggage handling.

The low cost carrier had the second lowest passenger bump rates due to overbooked flights.

Jetblue and Airtran also did well in those categories.

Hawaiian Airlines took the top spot for the third year in a row for it's on-time arrival rates.

"They're at least in the 90th percentile for those guys.  The other ting is that US Airways and Delta both had a nice little increase this year and Airtran continues to be nice and Alaska, too," says Fodor's Travel Arabella Bowen.

And according to researchers at Purdue University and Whitcha Sate University, American and United have a lot of work to do.

United received bad marks for on-time arrival rates, baggage handling and bumping passengers off flights.
