WASHINGTON (WUSA9) -- When a viewer wrote to WUSA9 about an abandoned house left in shambles,  we went to Jay Street and Division Avenue Northeast to check it out.

When WUSA9 arrived, we found more problems than just a dilapidated house.

"It's an eyesore, my property value's gone down," said one resident.

The resident did not want to go on camera, but says if the outside looks bad, inside is even worse.

Shirley Gaskins says, "It's been an eyesore for several years."
The property at 5305 Jay Street NE has become a dumping ground.

DC's Department of Consumer and Regulatory Affairs gave several warnings to the owner this month, and if it's not fixed in 3 weeks, they'll be given a $1,500 fine.

Gaskins says, "There's no one there to get the citation." DCRA says they've mailed the warnings to the owner. Gaskins says, "No it's not working."

WUSA9 initially came to the house because of complaints about the house, but when we got here we found other parts abandoned such as this corner. We come to find out the city could be to blame for the eyesore.

"I shouldn't have to go through this for the past 20 years. I shouldn't have to call them to do their job."

Michael Dickerson says he was taken to court in 2005 because the unsightly piece of property adjacent to his home, but he insists that eyesore is not his property.

Fast forward to 2013, he gets slapped again with another $300 dollar citation.

Gaskins says, "I was born here. To see this go down like this is heartbreaking."

Because of WUSA 9's digging, our story got results. Late Friday afternoon, DC Department of Public Works told us they will send cleaning crews out Monday to clear the property near Michael Dickerson. As far as who owns the house, The Department of Consumer and Regulatory Affairs tells our Surae Chinn, it's not sure, it could be bank owned and part of a property dispute.  But because of our calls DCRA says it's on their radar to fix it.
