ODENTON, Md. (WUSA9) --  Today's rain has passed, but not the controversy over Maryland's so-called Rain Tax.

The tax aims to collect as $18 billion from property owners by 2025 to pay for widespread environmental projects to clean up polluted stormwater runoff.

But the tax is new, and this week a revolt against it is heating up in at least two Maryland counties.

Scott Broom explains in this video report.
