Virginia Breeden Arrested, Joseph Sprinkel Wanted In Home Improvement Scam

OLNEY, Md. (WUSA9) -- Montgomery County police say two people targeted a 91-year-old man in Olney last year, trying get him to pay $800 for chimney repairs. One of those people was arrested, say police, but they are still looking for one more suspect.

According to police, on June 10, 2012, a 91-year-old resident answered his door for a man and woman, who convinced him that his chimney needed repairs. Police say the resident signed an invoice agreeing to pay them $825 to make repairs.

Twenty minutes into the time the two were supposed to be working, the 91-year-old's family member came home, say police. The family member asked the pair about the work and they told the family member they had been working for four hours and demanded payment, according to police. The family member threatened to call police, and the suspects left in a vehicle, say police.

Money was not exchanged, according to police.

Police say a licensed general contractor inspected the work done by the pair and said it served no purpose and would not seal the chimney from the elements. Furthermore, an officer found that the two workers did not have a license to perform home improvement work in Maryland.

Ultimately, the woman was identified as 49-year-old Virginia Breeden of Spotsylvania, Va., say police and she was arrested in Fairfax County, Va in October 2012. She was later extradited to Montgomery County.

The male suspect was identified by running fingerprints from the work invoice given to victim, say police. Police say they are still looking for 30-year-old Joseph Allen Sprinkel. There is a warrant for his arrest charging him with attempted theft under $1,000, attempted financial exploitation of a vulnerable adult over $500, conspiracy to commit theft under $1,000, conspiracy to commit financial exploitation of a vulnerable adult over $500, and acting as a contractor without a license.
