DENVER (AP) - Colorado's medical marijuana regulations are due for a critical look Tuesday from auditors who have been called to investigate why the agency is so troubled.

The Medical Marijuana Enforcement Division has had to lay off staff and leave major regulatory ideas on the shelf. That's because the agency fell short of fees paid by people seeking medical marijuana licenses.

The struggling regulatory ideas include seed-to-sale tracking of marijuana, plus round-the-clock video surveillance of marijuana plants.

The division's problems are being watched closely because the agency is likely to shift to enforce recreational pot, too. A legislative audit committee wants to know what should be done differently to make sure enforcement is adequate as Colorado launches licensing for recreational marijuana businesses.
