ROCKVILLE, Md. (WUSA9) -- The driver of the Ride-On Bus accident that caused a eleven-car pileup on Monday in Rockville has been cited.

Montgomery County Police say 58-year-old Walter Eugene Pardy was cited with failure to reduce speed to avoid a collision.

It happened on Nicholas Lane just before the Rockville Pike. The cause is still under investigation, but it appears to be one of two things.

Either the brakes on the bus failed or the bus driver wasn't paying attention. This was a red light. There were lots of cars stopped here at the intersection. And this Ride On Bus just plowed right thought them.

One witness said, "He just never stopped. No brake lights. No nothing. Just ran into all the cars."

Terri Ferrara was on her way to a job interview when her car was one of eleven taken out by this Ride-On Bus.

"He was moving fast...I am a little shaken. Kind of numb."

Three people were taken to the hospital with minor injuries.

"The first person they took out. She was really hurt. She's a senior lady, came out of that green crushed up vehicle over the, she was really hurt, and there was a guy in a grey car over there that was, you could see he was visibly shaken. He was crying and upset."

Fortunately, the only person on board the bus was the driver.
He told several people on the scene that the bus's brakes had failed. But two witnesses said they never saw brake lights.
They think this is a case of distracted driving.

The witness said, "I never saw brake lights. He hit the car beside me and just kept driving forward and forward, forward, forward, into the other cars until the bus stopped at the intersection."

The accident caused seven vehicles to be towed and four people were transported to the hospital with minor injuries by Montgomery County Fire and Rescue Services. One pregnant woman drove herself to the hospital.
