GAITHERSBURG, Md. (WUSA9) --  A male teen is in custody and will be charged for the explosion at the Montgomery County Public Safety Building, which houses the county police headquarters.

On Tuesday, at about 11 a.m. an explosion was heard at the building causing windows to rattle. White smoke was observed in the area where the device was detonated, Montgomery County Fire and Rescue Service says.

A Montgomery County Police spokesperson said bomb technicians have evidence that a "low-grade explosive" was set off in some shrubs near a parking area about 50-yards from the building entrance.

Witnesses informed police that they saw a teenage male in the area of the explosion in the parking lot. The teen denied involvement and knowledge of the explosive when questioned by police, officials said.

However, surveillance video showed the teen as he ignited an explosive device in front of the Public Safety Headquarters building.

"The suspect will be charged with possession and manufacturing an explosive device. Montgomery County Fire's Fire and Explosive Investigations Section, Montgomery County Police, Juvenile Services, and the State's Attorney will formalize the charges," officials said in a press release.

The building, which houses nearly 900 police, fire and highway employees was not evacuated and no injures were reported.
