ANNAPOLIS, Md. (WUSA9/AP) - The traffic back-up started hours before President Barack Obama is scheduled to speak at the U.S. Naval Academy's graduation.

About 1,000 midshipmen are scheduled to be commissioned as officers in either the Navy or the Marine Corps.
The president will give his second speech to a graduating class at the academy. President Obama gave his first speech in 2009. President Obama spoke at the commissioning ceremony several months after winning election to his first term by defeating academy alumnus John McCain for the presidency.
