Andrew Kotzbauer was struck by a police car while riding his skateboard

FREDERICK, Md. (AP) - A spokeswoman at Shock Trauma in Baltimore says a skateboarder is in critical condition after he collided with a Frederick County sheriff's patrol car.

The sheriff's office says the car driven by Cpl. Corey Borns collided with 20-year-old Andrew Kotzbauer at about 8:15 p.m. Tuesday on Spring Ridge Parkway east of Frederick.

The agency says Borns was driving north and Kotzbauer was riding south when the deputy began turning left onto Knollwood Drive. The sheriff's office says Kotzbauer, speed increased as he rode his skateboard downhill and collided with the cruiser in the intersection. Initial investigation reveals that  Cpl. Borns was traveling at a slow rate of speed and was able to stop his vehicle within 3ft and 6 inches.' Cpl. Borns provided Kotzbauer assistance until emergency unites arrived, police said. 

Investigation has concluded that Kotzbauer was at fault and caused the crash.
